Lead a Newly Launched Nonprofit Human Services Department

EightCAP, Inc. is a Community Action Agency serving individuals and families throughout rural West Michigan. We recently launched our Outreach & Navigation Department to create a more coordinated way for people to access assistance, understand available resources, and connect with EightCAP programs and other community services.

We are looking for an experienced nonprofit human services leader to guide the department through its next stage of development. This is a community-based human services leadership role.

The department’s initial structure, positions, and service framework are in place. Our next Program Manager will build on that foundation by developing the team, refining workflows and procedures, strengthening coordination across EightCAP, and helping the new service model become fully operational and sustainable.

The Program Manager will oversee outreach, intake, eligibility, resource navigation, financial counseling, case planning, referrals, participant follow-up, and connections to other EightCAP and community services. This position will also supervise and develop employees, oversee grant-funded activities, maintain compliance, build community partnerships, monitor outcomes, and work closely with EightCAP’s President and other program leaders.

This opportunity is best suited for someone who understands nonprofit or publicly funded human services, is comfortable leading through change, and enjoys helping an emerging program develop into a strong and consistent department.

What We Need in Our Next Program Manager

We are looking for someone who can:

Lead and develop employees who provide direct participant services.
Bring structure and consistency to a newly formed department.
Understand the realities of nonprofit, grant-funded, and community-based work.
Build practical workflows and procedures without losing sight of the people being served.
Strengthen coordination among Outreach & Navigation, Community Services, Weatherization, and other EightCAP programs.
Develop partnerships with community organizations and public agencies.
Balance compassion, accountability, compliance, and responsible use of program resources.
Use program information and participant outcomes to identify gaps and improve services.

What You’ll Bring

The successful candidate will have:

A bachelor’s degree in human services, social work, public administration, community development, business administration, or a related field.
At least five years of progressively responsible experience in human services, community services, housing, energy assistance, resource navigation, case management, or a related area.
At least two years of supervisory or program-management experience.
Nationally Certified ROMA Implementer certification—or the ability to obtain certification within 12 months.
A valid Michigan driver’s license and the ability to travel throughout EightCAP’s service area.

Why Join EightCAP?

This is more than a traditional program-management position. You will help shape a new department designed to transform how people connect with EightCAP and community resources.

You will join an organization with strong programs, experienced employees, and deep community relationships—and help organize those strengths around a more accessible, coordinated, and responsive service model.

EightCAP offers:

Health, dental, and vision insurance
Life and AD&D insurance
Medical flexible spending benefits
A 401(k) plan with a 5% employer match beginning on your one-year anniversary
Meaningful work that directly supports individuals, families, and communities
